You need to see a laser speialist who has experience of performing tattoo removal.
The laser used is called a q-switch laser and the energy breaks up the pigment particles.
Different types may be used to treat different inks.
However, do understand that a) multiple treatments will be required, b) it may be uncomfortable, c) some colours respond much better than others.
DO NOT GO TO SOMEONE UNLESS YOU ARE SURE THEY KNOW WHAT THEY ARE DOING. I have seen 2 complications arising from people being treated with the wrong laser.

I had a tattoo removed that I regretted getting done when I was younger, it took nine sessions and it was only small and in dark ink. How big did you get his name? Is it all in dark ink? I would suggest laser tattoo removal, but as you have 2 layers of ink on it now, you might find it takes a long time to come off. And even then you could be left with an faint outline of it all.
